How do we vote on traffic easement?

Is the Association is behind all the signs about voting on traffic easement posted around the neighborhood? It's frustrating to see signs that tell us not voting is apathy... with NO information provided about how and where to vote! Adding a link or addtl. info about obtaining ballots would have been more thought-through messaging. I'm really disappointed it didn't occur to anyone to include the "how" and "when" aspects in those signs. Please provide that info. to the community. Thanks.
